A 23-year-old freelance YouTube journalist’s video exposing what he calls “potentially the biggest fraud scandal in U.S. history” in Minnesota has garnered more than 90 million views on X and YouTube in just two days, sparking a cascading story around the abuse of social services targeting the state’s Somali population.
The 42-minute video shows Nick Shirley wearing a gray hoodie and working with a freelance investigator he identifies only as “David”. Centers, where Shirley is shown during weekday business hours that children are not present.
David says his personal research, which includes his own research and resources at the Statehouse in St. Paul, has uncovered more than 1,000 fraudulent service-oriented businesses, more than 800 of which are Somali-owned. He says he began his search for “non-emergency medical transport” services near his office after seeing child-free day-care centers and drivers carrying no passengers.
In the video, Shirley says the plans’ now estimated $9 billion in alleged public funding is “so much fraud that it could almost replace Somalia’s entire GDP,” which is estimated at $12 billion.
“Here’s a full 42 minutes of my team and I’m exposing the Minnesota fraud, this may be my most important job,” Shirley wrote in a Viral X post. “We discovered over $110,000,000 in one day. Like this and share it around like wildfire! It’s time to hold these corrupt politicians and fraudsters accountable. We all work so hard and pay so much tax to make this happen, the fraud must stop.”
Minnesota’s unfolding fraud scandal has implicated dozens of businesses and individuals accused of enriching themselves by submitting fraudulent claims funded by both state and federal taxpayer dollars. Charges for at least five new alleged frauds were announced earlier this month by Joe Thompson, first assistant US district attorney for the state of Minnesota, including allegedly fraudulent Medicaid claims related to the “Housing Stabilization Services Program.”
Thompson characterized the schemes, each of which reportedly raised millions, as “fraud tourism” schemes that are under investigation by state and federal agencies such as the FBI, Homeland Security and the Department of Justice. He said that further action will be taken in the coming days.
Prosecutors have said publicly that Minnesota may have lost $9 billion in misused aid — a figure that has drawn national scrutiny as the investigation continues.
Shirley began posting regularly to her YouTube channel in 2019, and has built a large online following by posting videos that combine on-the-ground interviews, commentary, and investigative style reporting, particularly on political and social issues. Her content often involves interviewing people in public spaces, exploring controversial issues and presenting bold stories about social unrest, immigration, protests and alleged fraud.
His significant following leans toward conservative digital circles — his posts are amplified by political figures such as Elon Musk and JD Vance — and has attracted criticism about his methods and perceived bias.
Shirley posted a YouTube video of his meeting with Donald Trump at the White House in October, in which he told the president he had found evidence of being stockpiled with the same people who “bused” in different cities to stage Antifa-style protests.
