The popular beach item is officially banned from Hawaii beaches

If you’re dreaming of sunny days on Kauaʻi’s famous shores, there’s a new rule you should know before hitting the beach. In a historic environmental move, Kauai County Mayor Derek SK Kawakami signed Bill No. 2976 on December 10, 2025, which would ban the sale, rental and distribution of disposable polystyrene foam bodyboards islandwide.

This may seem like a small policy change, but for locals, visitors, business owners, and ocean lovers, it marks a significant shift in how Hawaii’s communities are choosing to protect their beaches and marine ecosystems.

What is banned?

Under the new ordinance, disposable bodyboards made from polystyrene foam, which are inexpensive, lightweight boards commonly sold at beach shops, will no longer be allowed to be sold, rented or transferred anywhere in Kauai County. The ban does not go into effect immediately, but will begin a year after the bill’s approval, giving local businesses and vendors time to adjust and transition to alternative products.

Foam was banned in January 2022 for all food-related uses, including cups, plates and bowls (with exceptions for foods prepared and shipped off-island, as well as containers used to package raw or processed meat, poultry, fish and eggs). Following this ban under Bill 2775, polystyrene foam food was officially banned in all four counties of Hawaii, making Hawaii a “foam-free” state, one of only five in the United States.

The legislation creates a new environmental section in the Kauai County Code aimed at reducing pollution and protecting coastal habitats. It also sets civil penalties for violations, including increased fines for non-compliant businesses after the law goes into effect. Enforcement is expected to be handled by the county’s Department of Public Works Solid Waste, with further legal action possible through the county attorney’s office.

“This ordinance reflects our responsibility to care for Kauai’s environment. By encouraging sustainable options, we are reducing litter, protecting marine life, and ensuring our islands remain beautiful for generations to come,” said Council Member Fern Holland, who introduced the bill.

Why is Kauaʻi taking this step?

At the heart of the ban is concern for the island’s environment. Disposable polystyrene foam boards, often inexpensive and popular with casual beachgoers, are usually only used a few times before being thrown away. But that lightweight foam material doesn’t just disappear. Over time, these boards can break into smaller pieces, which are carried by wind and waves into the ocean, onto shores, or into landfill sites.

Once in the environment, these tiny particles, often known as microplastics, pose a real threat to wildlife. Seabirds, fish, turtles and other marine animals can accidentally ingest this debris, which can cause digestive problems, starvation or even death. Fragmented foam can also trap wildlife and contribute to larger pollution problems that harm reefs, beaches and even water quality.

Mayor Kawakami sums up the argument: “Disposable bodyboards may seem small, but their impact is small. By removing polystyrene foam boards from stores and rentals, we are protecting our beaches, our oceans and the wildlife that call Kauai home.”

Alternative beach goers can use

Just because the disposable bodyboards are out doesn’t mean you have to ditch the beach fun. In fact, Bill 2976 encourages more sustainable options.

Instead of polystyrene boards, the ordinance recommends bodyboards made from high-density, long-lasting materials such as high-density polyethylene (HDPE) or polypropylene. These materials are more durable, meaning they don’t break down as easily, and have a smaller environmental footprint over their lifetime.

Many experienced riders already prefer these more robust boards because they offer better performance, last for years instead of days, and can even be rented or resold. Local surf shops and rental outlets on Kauaʻi are expected to adjust their inventory to stock these eco-friendly options before the ban goes into effect.

For tourists, it could also be an opportunity: Hotels, vacation rentals and tour companies could start renting boards or lending durable boards to guests, making it easier to enjoy Kauai’s surf without contributing to pollution.

Model of sustainable tourism

Kauaʻi’s bodyboard ban may sound good, but it reflects a broader shift in the way coastal communities manage tourism and natural resources. As beaches around the world face increasing pollution and climate pressures, local governments are looking for balanced solutions that protect nature while still allowing people to enjoy outdoor recreation.

By phasing out cheap, throwaway beach gear and promoting long-lasting options, Kauaʻi is hoping to set an example for a sustainable beach culture in Hawaii and beyond.

So next time you visit, don’t be surprised if that classic foam bodyboard you once knew is gone. But with the right board in hand and a little more awareness, you’ll help protect the waves, wildlife and wonder that make Kauai’s beaches truly special.
